City of Akron Seeking Proposals for New Affordable Housing Projects

The City of Akron Department of Planning and Urban Development has issued a Request for Proposals (RFP) for projects that will create new affordable housing for Akron households. The funding is specifically for projects seeking Low-Income Housing Tax Credit financing.

The City is making funding available through a special allocation of the HOME Investment Partnership Program through the American Rescue Plan (HOME-ARP). The funds will provide gap financing for projects that create new housing for people experiencing homelessness or who are at risk of homelessness.
The City is also making available funding through the HOME Investment Partnership Program for developments that will provide affordable housing for low- and moderate-income households. HOME Program awards will be limited to $500,000 per project.
“These Requests for Proposals will facilitate the creation of affordable, safe, quality housing units in Akron, particularly for our most vulnerable residents,” said Akron Mayor Shammas Malik. “These funds enable affordable housing developers to compete for other sources of funding and bring additional investment to our housing stock, aligning with our Living Together goal of creating stable housing and vibrant communities.”
For both RFPs, the funding is considered gap financing and applications will be evaluated based on the ability to leverage City funds with other financing sources.
The City is seeking proposals that:
Respond to pressing affordable housing needs in the community;
Leverage additional sources of investment;
Provide residents convenient access to neighborhood amenities and transit;
Incorporate sound urban design principles, in both building design and site layout.
Submissions are due May 22, 2026.
